Impeachment gains traction in Illinois, California, Vermont April 28, 2006 Impeachment talk is getting legs, moving from bars and church basements to the halls of three state legislatures, and potentially soon, to Congress. Twenty four Vermont legislators, along with three members of the Illinois General Assembly have introduced resolutions invoking Jefferson's Manual, a procedural rulebook for the US House of Representatives which provides that impeachment must be taken up by the Congress on reception of "charges transmitted from the legislature of a State." Following Illinois and Vermont's leads, a California assemblyman has introduced a similiar resolution there.
